On July 21, 2021, the 23rd Meeting of the Standing Committee of the 13th Harbin Municipal Committee of the Chinese people's Political Consultative Conference was held in the conference hall of the Standing Committee of the Harbin Municipal Committee of the Chinese people's Political Consultative Conference. The meeting was presided over by Wang Jingming, deputy secretary and executive vice chairman of the Municipal Committee of the Chinese people's Political Consultative Conference. Qin enting, secretary and chairman of the Municipal Committee of the Chinese people's Political Consultative Conference, Jiang Chuanhai, vice mayor of Harbin municipal government, Qi Yao, Hu Baozhong, Si Zhuoying, Liu Baihui and Xu Wei, vice chairmen of the Municipal Committee of the Chinese people's Political Consultative Conference, and Zhang Xiqing, Secretary General of the Municipal Committee of the Chinese people's Political Consultative Conference, attended the meeting. Dongsheng was invited to attend the meeting.

This conference conveyed the spirit of general secretary Xi Jinping's "71" speech and listened to the municipal government's briefing and Research Report on "encouraging and guiding enterprises to carry out product innovation and continuously enhancing the overall vitality of our economic development".

Wang Chunyang, deputy general manager of Dongsheng Group, attended the meeting. He put forward three feelings and three suggestions on product innovation as the core driving force of enterprise development. Dongsheng always regards scientific and technological innovation and talents as the "secret key" to realize development, and sums up the following three feelings: first, it is necessary to strengthen the introduction of talents; Second, we should formulate policies to retain and activate talents; Third, we should dare to invest in scientific research. Three suggestions: first, strengthen the construction of public innovation platform and encourage industry university research cooperation; Second, we should implement and increase the rewards for single champion enterprises and small giant enterprises, and support the listing of enterprises; Third, encourage major banks to launch credit enhancement demonstration projects for private enterprises.
